Post-Cold War Science Thrives in the Heart of Siberia

Novosibirsk, Russia—A collection of scientific institutes established in the southern Siberian city of Novosibirsk in the late 1950s is faring relatively well—at least in comparison with research centers elsewhere in Russia. The successful formula: foreign funding, a unique scientific culture, and fewer social problems of the type that are afflicting cities like Moscow.
