Oceanography: Indonesian Policies Stymie Global Circulation Experiment

Indonesia has blocked recent requests from foreign research vessels to enter its 200-nautical-mile Exclusive Economic Zone to take water samples for the World Ocean Circulation Experiment, a 30-nation collaboration on an international ocean circulation experiment. The refusals leave a gap in oceanographers' understanding of water flow between the Indian and Pacific oceans. And they illustrate a worldwide problem for oceanographers trying to study near-shore waters: Despite having international law on their side, they are seen as posing a threat to the host country.
