Summary

The 1987 Montreal Protocol to restrict the use of ozone-destroying chemicals has scored a clear success: Chlorine levels have peaked and are on the way down. But continuing emissions of bromine, another ozone-destroyer, may slow the recovery of the stratospheric ozone layer.
