Russia: Tax Law Casts Pall Over Research Aid

Moscow—A new tax law revokes the tax exemptions that had been enjoyed by the foreign foundations that support much of the research in Russia. As a result, many of the foundations, including the International Science Foundation, funded by the American financier George Soros, may find that operating in Russia is no longer worthwhile.
