Proposals That Would Limit Visas Strike Fear at Universities

Summary

Next week the Senate will begin debating a bill to reform immigration law that could transform the cosmopolitan world of American research universities. Science and engineering programs depend heavily on foreign graduate students and postdocs—an arrangement that rests on an intricate array of visa categories. Several measures, which were defeated or withdrawn in the Senate Judiciary Committee but are likely to be resurrected in the floor debate, would eliminate certain visa categories and place stricter requirements and shorter time limits on others.
