Tokyo—A new program, dubbed Core Research for Evolutional Science and Technology, is intended to give Japanese scientists a free hand to pursue large, ambitious, and somewhat risky projects with a huge potential payoff. Some 54 scientists have received the 5-year grants, worth up to $10 million, in the first wave of what Japan hopes will grow to 250 projects with an annual budget of half a billion dollars. The program is modeled after the Exploratory Research for Advanced Technology program, created 15 years ago by Genya Chiba as a way to break the mold in support for Japanese researchers
