Summary

Winning a Small Business Innovation Research (SBIR) award appears to have a negative effect on the size of a company's R&D budget, and no effect on its ability to create jobs or increase sales. This surprising finding, from a new study of how the SBIR program affects small businesses, runs counter to the widely held notion that the awards are a much-needed catalyst for growth in R&D spending.
