House Panel Wants Bigger Bang for Buck

Summary

The growing scale of the Small Business Innovation Research (SBIR) program has led Congress to consider a provision to tailor the Department of Defense's half-billion dollar investment—the largest amount spent by any agency—more closely to the military's needs. The concern is that the program is more likely to generate “gee-whiz” technology than to give troops an edge on the battlefield.
