New Networks Aren't Good Enough

Summary

Japan has moved so rapidly in the past 2 years to link islands of information in university and government laboratories that its science networks are now choked with traffic. While plans are in place for upgrades in speed and capacity, it's not clear whether the money available will be enough to keep up with the explosive growth.
