Summary

A program to connect the Department of Energy's (DOE's) weapons labs with industry is in a shambles after Congress decided it strayed from the labs' primary mission to defend the country. The resulting sharp drop in funding has forced lab officials to terminate or cut back on so-called Cooperative Research and Development Agreements, angering companies that had entered into such partnerships. Energy officials concede that they may have gone too far in touting the value of such arrangements, but lab managers say that they haven't given up on the concept of working with industry.
