An R&D Victory, But for How Long?

Summary

The drastic cuts in spending on federal R&D proposed by House Republicans in 1995 failed to materialize, and last month the 104th Congress went home after approving a 1997 budget that will boost federal spending on science by 4%, including a whopping 7% increase for the National Institutes of Health. But long-term funding prospects remain uneven regardless of who wins in November.
