London—After spending billions of dollars to slaughter cattle infected with bovine spongiform encephalopathy—"mad cow disease"—and compensate farmers for their lost herds, the European Union announced last week that it will spend $63.5 million on research into BSE, Creutzfeldt-Jakob disease in humans, and scrapie in sheep.
