Summary

On 11 February, officials from the United States and Russia announced the signing of a memorandum to launch half a dozen new, in-depth studies of the effects of radiation on people living along the Techa River in Russia. The area was heavily contaminated in the 1940s and 1950s by a nuclear-weapons facility, and the studies should provide valuable data on long-term exposure. But there's a catch: Both partners are short of cash.
