YOKOSUKA, JAPAN— Japan's Marine Science and Technology Center has some of the world's most capable research vessels, including the world's deepest diving manned submersible, the deepest diving remotely operated vehicle, and—to be launched this fall—the world's largest oceanographic research vessel. Now it wants to use its technological prowess to become a global force in ocean science, too.
