While the Dearing report is full of praise for the dramatic changes that have taken place in U.K. universities in recent years--widening participation and reducing costs--it suggests some fundamental changes: upping participation from 32% to 45%, charging students 25% of the cost of tuition, and making staff train in teaching techniques.
