By linking proposed increases in R&D funds to new revenues to be raised from taxes or penalties imposed on tobacco companies, the White House has thrown science agencies into the center of a complex political battle. Legislation to raise these new funds will be highly controversial and may not be passed this year. That will leave legislators who want to increase funds for science scrambling to find ways to pay for those increases out of a tight domestic budget.
