Summary

Early signs were that science would fare well in the federal budget for next year, but the gains may prove hard to hold on to as a partisan fight between Congress and President Clinton over tax cuts and domestic spending priorities plays out over the next few months. The demise of the proposed tobacco tax means legislators will have less room to maneuver in attempting to deliver the big increases in research spending that were promised.
