Summary

Although balance is advocated in laws and guidelines for those who set U.S. budget priorities, the changes in funding by field over the past 20 years have been uneven. The authors advocate evaluating fields that have seen a reduction in funding to assess the projected effect on the national interests, open discussion involving the science and engineering communities, and a response from R&D spending planners.
