The budgetary roller coaster ride for many U.S. scientists ended last week when President Bill Clinton said he would sign a spending bill drafted by congressional leaders that gives the National Science Foundation (NSF) a significant boost for 2000 and restores much of the cut in NASA's proposed science program. That victory, however, comes with a steep price tag for NASA: millions of dollars in pork-barrel spending.
