Summary

Last week, President George W. Bush outlined his vision for a nuclear missile defense system in a speech at the National Defense University. Bush has embraced the idea of shooting down hostile missiles during their initial ascent into space, called boost-phase intercept. But he made it clear that boost-phase defense would supplement, rather than replace, other antimissile weapons.
