After a heated debate about embryonic stem cell research in Germany, the German parliament has recently specified the conditions under which the cells may be imported for research purposes in a resolution and a draft law. In his Policy Forum, Reich discusses the question of stem cell import in the context of the more fundamental debate about the moral status of the early human embryo. He criticizes the draft law for avoiding any clear decision and predicts that it will soon need to be amended.
