Summary

BARCELONA-- On 24 January, the government announced that it had accepted the resignation of Rolf Tarrach, president of the Higher Research Council, Spain's main basic research agency. However, Tarrach suggests that he is being made a scapegoat for the government's stumbling response to last November's devastating oil spill.
