Summary
When there's no strong El Ni�o or La Ni�a in the tropical Pacific to influence weather at higher latitudes, forecasters trying to predict next winter's weather have next to nothing to go on. But some meteorologists think they may have found a helpmate for El Ni�o: the snows lingering in high northern latitudes in summer.
