Summary

The Bush Administration wants to develop low-yield and earth-penetrating nuclear weapons against new threats. But the laws of physics haven't changed, say scientists, who feel that the president and his advisers haven't made a compelling case for reviving spending on weapons that may not be usable or feasible.
