MOSCOW-- The Russian government is offering scientists a fivefold boost in their average monthly paycheck, to $1050. But it's also replacing lifetime jobs with fixed-term contracts, placing limits on the amount of time scientists can work abroad, and establishing mandatory retirement ages.
