COVER In the Dominican Republic, anti-HIV drugs are freely available in some locales, but in the bateyes--shantytowns near sugar plantations--they're largely nonexistent. In March, Miguel "Bebo" de Jesus, 46, knew that he needed the drugs but had no access at his batey in San Pedro de Macorís. He died of AIDS in June. See the special section beginning on page 467.
