Summary

Energy Secretary Steven Chu says that one of his top budget priorities—to spend $288 million on eight break-the-mold energy-research centers modeled after the legendary Bell Labs—was rejected by the U.S. Congress because he failed to deliver the sales pitch in person. It was an uncharacteristic misstep for Chu, who in his 6 months on the job has rarely missed an opportunity to tell policymakers exactly what's on his mind. Chu described his lapse last week during a freewheeling discussion with the President's Council of Advisors on Science and Technology in Washington, D.C.
