The University of California, Berkeley, has long been a model for efforts to increase the number of underrepresented minorities and women in science and engineering. But a decision this summer by its engineering dean to merge a center serving that population into a larger program for all students has roiled the campus and triggered concern among diversity professionals throughout higher education.
