At the Strategic and Economic Dialogue here last week, China and the United States found common cause on the need to team up on clean energy research. But one low-tech measure would allow China to make huge strides on its own in energy savings and pollution reduction: All it must do is wash its coal before burning it, experts say. But it doesn't, and this bodes ill for China's frantic efforts to meet a looming energy-efficiency target.
