Iraq Banks on Peer Review to Rebuild Its Research Base

As part of an effort to build a research infrastructure, a six-member Iraqi delegation visited the United States recently to study the U.S. system. They met with officials at the National Science Foundation, the National Institutes of Health, and the White Office of Science and Technology Policy and traveled around the country to meet with nongovernmental organizations and a few U.S. universities. Last week, Science spoke to two leaders of the delegation: Samir Raouf, an electrical engineer who is Iraq's senior deputy minister for science and technology, and Hamid Ahmed, a physician-scientist who advises the prime minister on education and higher education.
