Summary

With "No on cap-and-tax" among their key talking points, Republicans who triumphed in the U.S. Congress and in dozens of state capitols have vowed to block President Barack Obama's plan to limit greenhouse gas emissions and reject state laws with a similar goal. And many Democrats are likely to join them. Although a California state referendum that would have effectively repealed a statewide cap-and-trade law was defeated, the Obama Administration is already bowing to the inevitable.
