Summary

U.S. government agencies waiting to know how much money they can spend in the fiscal year that begins in October got the word last week from Congress: We'll get back to you next spring. Before heading out for a month of politicking, party leaders promised to draw up and pass a continuing resolution when they return. That budget measure would keep agencies at current spending levels until 1 April, halfway through the 2013 fiscal year. To some, that delay means immediate disappointment; to others, a second chance.
