Summary

After deliberating for more than 3 years on ways to expand public access to taxpayer-funded research papers, the White House is finally taking action. The Office of Science and Technology Policy has asked agencies to make papers on research that they fund freely available online within 12 months after the results appear in a journal. Traditionally, scientists have published their work in scholarly journals that charge readers a subscription fee. In recent years, however, libraries and others concerned about high journal prices have pushed to make papers free.
