Summary

The new chair of the House of Representatives science committee has drafted a bill that, in effect, would alter peer review at the National Science Foundation by embracing a set of criteria chosen by Congress. The proposed legislation, from Representative Lamar Smith (R–TX), has angered congressional Democrats and left NSF officials wondering what Smith thinks is wrong with the current system.
