Science is a big winner in Japan's 2014 budget, with the education ministry requesting $12 billion for S&T, a 20% increase over the current year's funding. Biomedical research is about to take off thanks to plans to create a Japanese version of the U.S. National Institutes of Health—though some researchers complain that during the planning process, so far, they've been left largely in the dark.
