Summary

Unlike the large, land-based U.S. missile defense network, medium-range systems run by the Army and Navy have racked up an impressive string of successes in testing. The difference, defense analysts argue, is that the national system was deployed before its development was complete, speeding past quality checkpoints to meet a deadline.
