Summary

Congress has once again allowed a popular tax break that encourages U.S. companies to invest in research to expire. The lapse of the research and experimentation tax credit, estimated to be worth $7 billion last year to U.S. firms, has reignited debate about whether the measure is a costly corporate windfall or a vital incentive for research.
