Summary

In 2008, the Chinese Communist Party initiated a new program for attracting foreign scientists and other talent to China: the so-called Thousand Talents plan, which entails a generous subsidy along with optional research funds. Local governments soon launched programs offering similar perks. A German theoretical physicist recruited from the United Kingdom under two programs now charges that a large portion of his grant money was diverted by his Chinese host institution. After hiring lawyers to investigate, he uncovered a web of misinformation, including incorrectly translated agreements and covert purchases of equipment. Interviews with other foreign-born scholars hired under Thousand Talents suggest that he is not alone in his lack of knowledge about money issued in his name.
