Panel Urges New Approach to Inquiries

A commission looking at the operations of the federal Office of Research Integrity has recommended that it stick to investigating allegations of misconduct and leave others with the job of determining guilt and meting out punishment. The outside panel has also proposed a new way to define scientific misconduct.
