With increasing frequency, national and international policies are being set under conditions of scientific uncertainty. Using the United Kingdom's handling of the "mad cow disease" crisis as his example, Anand presents his view that a hypothesis-testing framework is not the appropriate one for decision-making. Rather, he suggests that it is better to focus on the values of outcomes of different courses of action.
