Summary
The grim outlook for U.S. science budgets has created a crisis mentality at the National Institutes of Health. In 2011, the agency may have been able to fund only one in six research grant proposals-the lowest success rate in the agency's history. And with Congress looking to slash spending as part of a pledge to rein in the federal deficit, there is no relief in sight. The bleak financial picture has triggered a scramble to find ways to keep labs afloat.
